The team behind Site-██ saw anomalous activity where he lived and decided to investigate, they went in with reality anchors and had his powers taken away for a brief period of time with them. He was then taken to Site-██, where he was recruited into the MTF ranks, only to abandon the Foundation months later with several stolen anomalies, defecting to the Insurgency as one of its highest in command.
